TAX RULES 2026: 6 MASSIVE FORM CHANGES YOU MUST KNOW

Starting April 1, 2026, India’s taxation landscape will undergo its most significant transformation in decades. As the Income Tax Act 1961 makes way for the Income Tax Act 2025, the government has notified the Income Tax Rules 2026. This shift isn't just about legal jargon; it completely rehauls the forms and documentation taxpayers use daily.

Under the newly notified Income Tax Rules 2026, effective April 1, 2026, the Central Board of Direct Taxes (CBDT) has completely restructured, renumbered, and consolidated the forms used by taxpayers.

New Income Tax Rules 2026: 6 Key Form Changes

Old Form Number

(before 2026)

New Form Number (2026)

Purpose & Key Change

Form 16

Form 130

TDS Certificate for Salary: Tracks your salary earned and tax deducted. Employers must issue this under the new name; using old formats will cause processing mismatches.

Form 26AS / AIS

Form 168

Annual Information Statement (AIS): Your comprehensive digital financial diary. Dynamically updates stock trades, dividends, crypto, and high-value purchases.

Form 15G / 15H

Form 121

Unified Nil TDS Declaration: Merged into a single form for both individuals under 60 and senior citizens to claim tax exemption on interest income.

Form 16B, 16C, 16D, 16E

Form 132

Multi-Purpose TDS Certificate: A new "super-form" consolidating tax deductions on property sales, rent, professional fees, and Virtual Digital Assets (Crypto).

Form 49A / 49AA

Forms 93 to 96

PAN Application Suite: Replaced by a category-specific structure:

Form 93: Indian Individuals

Form 94: Indian Entities

Form 95: Foreign Individuals

Form 96: Foreign Entities

Form 12BB

*Form 124

Employee Investment Declaration: Used for monthly salary TDS styling. Now requires explicit disclosure of your relationship with the landlord to stop fraudulent HRA claims.

*Compliance Note on Form 124 (HRA):

If you are claiming House Rent Allowance (HRA) through your employer, the new Form 124 legally mandates that you disclose your exact relationship with the landlord. This has been introduced specifically to curb false rent claims made to close relatives.

Critical Mandate

Impact & Details

System Migration

Update accounting software, HR payroll tools, and folders.

Fully transition to the new purely numeric system (Forms 1 to 190) to completely eliminate legacy alphanumeric nomenclature.

Reporting Thresholds

Quote PAN / Aadhaar for high-value financial transactions.

Strict reporting limits are now enforced. Compliance is mandatory for:

• Cash deposits exceeding ₹10 lakh

• Immovable property transactions over ₹20 lakh

Tax Regime Evaluation

Re-evaluate Old vs. New Tax Regime benefits.

The 2026 guidelines have scaled up several allowance caps under the Old Tax Regime (e.g., Children's Education Allowance raised to ₹3,000/month). Heavy investments make the Old Regime highly attractive, though these exemptions remain absent in the default New Tax Regime.

Conclusion:

The shift to the Income Tax Rules 2026 is built on a foundation of technology and automation. While memorizing the new numbers will take some adjusting, the consolidation of duplicate certificates will ultimately deliver a much cleaner, error-free tax filing experience.
