Arrangements made by ministries and their PSUs for
opening GST cells/Call Centres to guide client groups/vendors with details:
- A GST facilitation cell (GST-FC) headed by Economic Adviser has been created on 20.6.2017 to provide guidance to all stakeholders in civil aviation sector in consultation with relevant GST Sectoral Groups.
- A GST Call Centre (GST-CC) has also been created with two dedicated telephone lines (011- 24632987 & 011-24610517) and e-Mail ID: gst.moca@aai.aero.
- GST-FC met on 20.6.2017 with GST-CC operators and Dir (IT). GST-FC held internal meeting on 23.6.2017 and 27.6.2017 to take stock of issues. GST-FC interacted with GST-CC on 30.6.2017.
- Call Centre staff sent for training by GST Network on 23.6.2017
- GST Facilitation Corner created on Home Page of MoCA’s website for uploading Guidance Notes, FAQs and other relevant materials for quick disposal of stakeholder queries.
- An advisory has been issued to CPSUs (AAI / AI/ PHL) and their subsidiaries to create similar Cells.
- AAI has created “All about GST” on AAI Website.
Details of Outreach meetings organized by the
ministries and their PSUs :
- Series of meetings held with stakeholders (airlines, airports, freight forwarders, customs house agents, others) at Secretary/ Sr. Adviser/ JS levels since October 2016 to sensitise on GST provisions and implications of provisions.

- Sr. Adviser held meeting on 26.05.2017 for feedback on GST roll out preparations
- Hon’ble MoS for Ministry of Civil Aviation held meeting on 14.06.2017 for reviewing GST preparedness and follow up meetings on 23.06.2017.
- Economic Adviser held a meeting on 16.06.2017 on end-to- end e-solutions (capturing e-Airway bills).
- Chairman AAI on 17.06.2017 and 24.06.2017 held meetings with all subsidiaries and JVs of AAI.
- Secretary (CA) reviewed GST readiness of all 3 PSUs and their 7 subsidiaries/ JVs on 27.06.2017.
- Hon’ble MoS for Ministry of Civil Aviation and Secretary (CA) held a review meeting on 29.6.2017 with all stakeholders.
- Secretary (CA) will hold periodic review meetings with all Stakeholders.
- Hon’ble MoS for Ministry of Civil Aviation will hold weekly meeting from July 2017 on GST implementation
Other arrangements/publicity plans/advertisement :
- Participation of Ministry officials in GST awareness workshops on 16.06.2017 organised by National Academy of Customs, Excise & Narcotics (NACEN).
- Participation of stakeholders in GST awareness campaign and training of officers as well as trade and industry in cooperation with NACEN. Advisory issued
- Training of officials, vendors and customers organised through Consultants/ GSPs of CPSUs and their subsidiaries/JVs.
- Two awareness workshops conducted at the Ministry by Air India on 14.06.2017 and 21.6.2017.
- Awareness workshops by both AI and AAI are to be held periodically.
Ministry of Commerce and Industry
- DGFT has constituted a GST facilitation cell in DGFT Headquarters to assist and advise exporters, trade and industry for smooth transition from present regime to GST regime w.e.f. 1st July 2017.The GST facilitation cell is headed by Mr Nikunj Kumar Srivastava, Add DGFT and comprises two other officers Mr Rakesh Kumar Joint DGFT(r.kumar73@nic.in), Mr Kaushlendra Pratap Singh Deputy DGFT (kaushlendrap.singh@nic.in. Exporters can email their queries concerning GST and pertaining to FTP.
- Similarly all regional offices of DGFT have constituted GST facilitation cell and the cell would headed by head of the regional office i.e. Add DGFT/ Joint DGFT with other two officers of the rank of Deputy DGFT or Asst DGFT.
- Recently, DG, DGFT also convened a meeting of stakeholders (FIEO/ trade/ industry) on 9 th June to understand the issues being faced by them in GST system. These issues have been taken up with department of revenue and GSTN, who have informed that most of the issues have already been resolved.
- Earlier, DGFT, jointly with FIEO, had also organised an outreach program on 2nd June, 2017 to educate the exporters about GST regime. This program was attended by large number of exporters. Shri Ajay Bhalla, Director General DGFT himself addressed the exporters and explained them about all aspects of GST including benefits that will accrue to them because of automatic and quick refund of all taxes paid on inputs. DG also responded to many queries of the exporters regarding various export promotion schemes, filing of GST returns and claiming refund. Shri Tejpal singh, Addl DG, DGEP and Shri Yoginder Garg commissioner customs were also present in the workshop, who made detailed presentation on GST.
- It maybe noted that earlier Department of Commerce had announced to align the mid-term review of Foreign Trade Policy with roll out of GST for the convenience of exporters and industry.
(i) Be in Constant touch with the major industry and business associations relating to the Department.
(ii) Shall be the first point of contact for addressing any issue being faced by any sector related to the Department.

Ministry of Defence
- Department of Defence Production has set up a GST Cell comprising Economic Adviser, DDP and representatives from all the 9 Defence Public Sector Undertakings (DPSUS) and Ordnance Factory Board (OFB) as Members. The details of this Cell have been published on the website of the Department, http://www.ddpmod.gov.in.
- Each of the DPSUs and Ordnance Factories (OFs) has also opened a GST Cell in their respective offices to assist their vendors.
- All the units of DPSUs and oFs have been registered as required.
- The necessary software required for shifting over to GST format from 1st July, 20t7 have also been migrated/adopted.
- More than 7000 of the vendors of the DPSUs and OFs have registered themselves with the GST Network.
- All divisions of DPSUs and OFs are conducting vendor meeting to give wide publicity to GST and make the vendors aware of the provisions of GST. Information is also being disseminated electronically. Consultant has been appointed by most of the DpSUs for conducting workshops/conferences to provide detailed information pertaining to GST. Staff of the DPSUs/OFs is also being trained by the Consultant/reputed organisations.

Ministry of Shipping
- Sensitizing and equipping officers/officials concerned with the rollout of GST and organizing follow-up workshops on the subject in your organization for proper education of your employees dealing with the GST roll-out.
- Formation of Facilitation Team in your organization and giving by publicity about it among your clients etc.
- Setting up a helpline no. and giving wide publicity about it among your vendors and customers etc
- Being prepared with all ll- Technicalities and various modalities viz obtaining GST Registration no if already not done
- Preparing generic as well as specific FAQs related to the implementation of GST in your Organization and circulating the same and among your employees dealing with the GST roll-out so as to bring clarity in the minds about the provisions of the new law.
- Preparing filing schedule in accordance with the GST Act & Rules 2017 and strictly adhere to the same.
- Preparing tax rate schedule (present as well as proposed) and a transition schedule.
- A soft copy of the presentation as well as PPT on GST roll out and Public Procurement respectively has been mailed to you today separately for information and education of all concerned officers working on the roll out of GST. A record note of proceedings of the workshop on GST as well as Public Procurement is also attached.
